Contract Compliance

The Contract Compliance division is mandated by the City Code of Ordinances: Chapter 15, Articles II and V and Code of Federal Regulations Title 49, Part 23 and Part 26. The primary responsibilities of the Contract Compliance division include:

Monitoring utilization and payments to MWSBEs and DBEs on goal-oriented construction, professional services, and goods & services contracts
Monitoring prevailing wage and fair labor standards laws through auditing payrolls and other contractor documents, on-site visits, and interviews with construction workers
Administering and enforcing the Contractor Employee Classification Ordinance
Monitoring construction contracts to ensure full compliance with Equal Employment Opportunity (EEO) laws
Investigating affidavits from workers alleging wage under payments

The Contract Compliance division is present at all pre-construction conferences and meetings for construction and goal-oriented contracts to explain the compliance guidelines to contractors and answer compliance-related questions. The Division collaborates with City departments in the final evaluation of all City contracts.
