Council Member Tiffany D. Thomas

Tiffany D. Thomas serves in her second term on Houston's City Council. In 2019, with the encouragement of her community, she ran for Houston City Council, District F, known for its diversity; she refers to her District as the 'cultural currency of the city.' Council Member Thomas is the first Black woman under 40 to serve in this role during her election.

Beyond being a history maker, she serves as Chair of the Housing Committee; she oversees priorities related to housing, veteran affairs, homelessness, and affordability in the Turner and Whitmire Administration. Council Member Thomas was appointed to the National League of Cities Federal Advocacy Community Economic Development Committee in 2022; this appointment speaks to her expertise, leadership, and reputation.

In response to the eviction crisis in early 2020, Council Member Thomas, alongside former Mayor Sylvester Turner, released a rent relief program in response to COVID-19, supporting housing-insecure Houstonians with more than $200M in rental subsidy and $28M in direct assistance to keep families housed. Of note is that the rent relief program implemented locally has gained the attention of the U.S. Treasury Department as a national model.

Since her election, Council Member Thomas has met each challenge with unmatched focus and unparalleled commitment. Whether it is a global health pandemic, statewide winter freeze, or a category one hurricane leaving Houstonians without electricity for days, Council Member Thomas and her team have kept the promise of public service.

Over the last five years, Council Member Thomas has redefined public safety and invested in the quality of life of her residents, centered neighborhood revitalization, and elevated youth engagement through community development principles.

In addition to her professional and political leadership, Council Member Thomas is a lifelong learner. She graduated from Leadership Houston XXXI, Women's Campaign School at Yale, American Leadership Forum XLIV (44), and the renowned Indiana University Lilly Family School of Philanthropy. Thomas is the National Chair of Social Action for The Links, Incorporated, a Delta Sigma Theta Sorority, Incorporated, and a National Urban League member. She is a Sam Houston State University and Prairie View A&M University alumna.

Her practice and training inform her politics as an Assistant Professor of Community Development at Prairie View A&M University, the only HBCU with an academic community development program. She teaches Introduction to Community Development, Community Research, Community Development Politics, and Cultural Heritage and Preservation. Her current research portfolio includes the impact of heirs' properties and Black land loss.

Before entering the world of politics, Council Member Thomas led in the nonprofit management industry for over 15 years, working for various agencies ranging from education to healthcare and basic needs. She is a proud and long-time resident of District F and a product of Alief Independent School District.
