3rd Update: Fourth Suspect Arrested in Fatal Shooting at 9700 Leawood Boulevard

April 4, 2025 - Charges have been filed against a fourth suspect arrested in the fatal shooting of a man found at 9700 Leawood Boulevard about 1:20 p.m. on February 19.

The suspect, Cedric Albert Lewis, 34, is charged with murder in the 262nd State District Court. A booking photo of Lewis is attached to this news release.

Three other suspects are charged in this incident. Ubong Esiere, 34, is charged with murder in the 486th State District Court. Tracy Burleson, 32, is charged with murder in the 179th State District Court. Mackenly Nohemy Palomo Medina, 23, is charged with burglary in the 232nd State District Court. Their booking photos are also attached to this news release.

The victim is identified as Terry Meza Jr., 34.

HPD Homicide Division Sergeants M. Burrow and R. Watson reported:

HPD patrol officers responded to a shooting at an apartment complex at the above address and found an unresponsive male who had been shot. Houston Fire Department paramedics responded to the scene and transported the male, later identified as Mr. Meza Jr., to an area hospital where he was pronounced deceased.

Further investigation identified multiple suspects in this incident. On February 25, Palomo Medina was arrested. On February 27, Burleson was arrested.

Members of the Gulf Coast Violent Offenders Task Force and HPD Southeast Division's Crime Suppression Team arrested Esiere on March 25.

On Wednesday (April 2), Lewis was charged for his role in this incident. Members of the HPD Southwest Division's Crime Suppression Team arrested him on Thursday (April 3).
